MADIS ACARS AMDAR turbulence observation downloading, preprocessing, and loading

This module implements the rojak.core.data interfaces for NOAA’s MADIS ACARS aircraft-reported turbulence observations: downloading the raw netCDF archive files (AcarsRetriever), preprocessing them into filtered parquet files (MadisAmdarPreprocessor), and loading those parquet files with quality control applied (AcarsAmdarRepository, AcarsAmdarTurbulenceData).
